This is a technique used to form a social cohesion that some small groups or parts of our government think that is needed to efficiently run the country. The theory is if the people aren't united against one enemy we would have a social breakdown, when in actuality it serves to seperate mankind more. However you have these same people who back in the Soviet days were saying that Soviets were behind every terrorist event. Im not saying the same group or republican/democrat Im saying the very same exact individuals.
